One week after a destructive hurricane sweeps through the small coastal town of Edgewater, Florida, Detective Mila Harlow is struggling to get through a tough day for their family-the anniversary of her sister's suicide-when she's summoned to a crime scene.

A young girl's body, clothed in a party dress and plastic birthday crown, has been found a mile off the coast, on Rattlesnake Island. The remote island offers no witnesses, no clues, and when the girl's shocking identity is discovered, it raises more questions than answers.

As Detective Mila Harlow's team investigates, tragedy strikes again. Another six-year-old girl is taken, lured away by a toy dangling from a drone. Grainy black and white surveillance video shows her disappearing into a park with a hooded figure.

Mila has a feeling the two cases are connected and contacts the lead detective who handled the first victim's case for help. Can they find the link between the two kidnappings in time? Or will this child suffer the same terrible fate as the first one?
